восстановительный рост
Экономический рост, который неизбежно начинается после кризиса, крупных общественных и хозяйственных потрясений (революций). Это понятие ввел еще в 1920-е гг.советский экономист В. Громан, исследовавший процессы восстановления народного хозяйства СССР после гражданской войны. В последние годы вопросы восстановительного роста разрабатывал в своих трудах Е.Т. Гайдар. Восстановительный рост обладает одной особенностью. На первых этапах он отличается исключительно высоким темпом, но спустя некоторое время затухает. Это легко понять: резервы неиспользуемых мощностей и подготовленной рабочей силы исчерпываются, новые возможности роста, связанные с инвестициями, возникают не сразу. Особенно важно восстановление нарушенных хозяйственных связей (или замена их новыми связями) – это тоже неизбежно длительный процесс. Когда возможности восстановительного роста оказываются исчерпанными, возникает вопрос об обеспечении «нормального» экономического развития. Теперь уже требуется рост, который ориентируется не на вовлечение старых, а на создание новых производственных мощностей, обновление основных фондов, привлечение новой квалифицированной рабочей силы. Иными словами – инвестиционный рост.
